I use Ptolus without any Chaositech or firearms in a gritty low magic campaign akin to the dark ages using the Hero System. Entire swathes of the book can be dropped or altered without affecting the overall product or diminushing the value. It's a good city with some great hooks ~ you'll just have to make sense of some deeper meta-plot elements without the Chaositech but that should not be hard.
