1. In battle, are ties counted as a miss or a hit, if one person attacks and the other defends?
(I know that if both attacks at the same time and receive the same number of "Successes", both do damage, and in other contexts it is the "acting character" who wins.)

2. Can you use Blood Surge and a Discipline in the same battle round?

1. In the case of a tie it's a stalemate resulting in no effect on either participant. From the narrative, maybe punches landed but were ineffective or those stinging insults you threw at one another didn't resonate.

2. I'd allow it.
