Was going to chime in with this, but Hyp beat me. Here is the text from the SRD:

Maximize Spell [Metamagic]
Benefit: All variable, numeric effects of a maximized spell are maximized. A maximized spell deals maximum damage, cures the maximum number of hit points, affects the maximum number of targets, etc., as appropriate. Spells without random variables are not affected. A maximized spell uses up a spell slot three levels higher than the spell’s actual level.
An empowered, maximized spell gains the separate benefits of each feat: the maximum result plus one-half the normally rolled result.

dont feel bad, you were both wrong.

the empower adds half the damage again, so it would do +(7d6)/ 2 and then 42 for the maximized part...

and no, I dont think that you can use spectral hand to deliver this (again it gets back to useing the worst of the two levels for the caster)
I KNOW that I saw the sage say you can not give a metamagic enhanced spell via embue with spell ability unless the higher (metamagic) level is within the range of the spell.
but then a globe of invulnerability will block a 10x empowered fireball so *shrug* DM's call I guess, but I would say no.
