First, it is at each rank. IMO, the rules are pretty clear about this.
From the rules
a sash who loses a fight may pay the winner a number of yen equal to the sash's tier (i.e. two yen for copper, three for silver, etc.) in order not to lose a rank.
That seems pretty clear to me, but people keep misinterpreting it somehow. Oh well.

Second, the amount payed is equal to the Sash's tier. So a Copper Sash pays 2, a Gold Sash pays 4.

Okay, I got it Graydoom. Thanks. For some reason, my brain wouldn't let me see the word 'rank' there when I read that part in the rules. I think the misinterpretation comes from the reference to buffer ranks in that sentance, as buffer ranks only apply between tiers normally. I know that is what confused me at least. I guess it is set up this way so that us Sashes can distribute more of our money to more fighters, more often.
 

Yeah, I think the confusion does stem from "buffer ranks" being mentioned earlier in that sentence. A lot of people see "buffer ranks" and then think it can only be done in the places that other classes have buffer ranks -- ie, when you are at <Tier Name> 0.

And it does help other fighters gain the money for those items :). I've pretty much entirely funded Meowth's item, what with my multiple losses to the plush one.
