Victorian RPGs

D20 CoC is set in the modern ear, with a tip of the hat to the 1920s era. Chaosium itself doesn't support Cthulhu by Gaslight anymore, either.

There's been a lot of talk about steampunk-style books coming out soon for D20, but I don't think any of them is specifically Victorian in setting. You're best bet is probably to just use D20 Modern and alter the firearms and technology. Or you could use altered versions of the basic D&D classes- fighters become soldiers, rogues become pickpockets, etc.

Steve Kenson of M&M fame wrote a steam-era article for the Dragon a few years back. That might help get you started. I would actually use d20 Modern rather than D&D as the base -- weapons are pretty easy to convert.
