Bethesda also didn't make FO1 or FO2, nor does anyone who worked on them work at Bethesda, nor indeed has anyone who had a major role in FO1 or FO2 ever had a major role at Bethesda (even if the FO3 and FO4 era), AFAICT, and indeed Bethesda's vision of "what Fallout is" notably rejects FO2's more diverse vision of the world in favour of strictly sticking with the faux-1950s aesthetic. So I would go as far as to say that even with the best staff Bethesda has ever had, Bethesda couldn't do justice to FO1/2.Unfortunately, Bethesda seems to be a shell of its former self so I wouldn’t have much confidence in them being good if announced today.
Also note that whilst Bethesda may be a "shell of its former self", it's not because of staff turnover or leadership change - Bethesda Game Studios are mostly the same people as in 2007, and the key problems with their reductive take on Fallout all come down to Todd Howard and Emil Pagliarulo. This is something people have been discussing (read: ranting about on the internet) since FO3 was revealed back in the day, or earlier.
