Wand caster level question.

Can you make a wand of fireballs at 1st level casting?

1D6 in a 20' radius, 50 charges? Or must a spell be put into an item at the minimum caster level to cast the spell?

Doesn't seem like much I know, but it's the concept I'm asking about not that particular item.

It'd be 1125gp and 45xp.

Another quick question, spells with concentration as the duration. If you use an item to cast the spell, is it just as if you cast the spell and you can concentrate to maintain it?

From the SRD:

A creator can create an item at a lower caster level than her own, but never lower than the minimum level needed to cast the needed spell. Using metamagic feats, a caster can place spells in items at a higher level than normal.

So, no.
