Yes, but the Lady of Laughter doesn't have War in her domains, strangely. :D

The PHB text for the Martial Weapon Proficiency feat itself is also helpful: "A cleric whose deity's favored weapon is a martial weapon and who chooses War as one of his domains receives the Martial Weapon Proficiency related to that weapon for free, as well as the Weapon Focus feat related to that weapon." The Exotic Weapon Proficiency feat contains no such language.

That said, I let a cleric of Ra with the War domain in the campaign I run have Exotic Weapon Proficiency and Weapon Focus in the khopesh, even without the +1 BAB prereq.
 





Some dieties have exotics weapons as favored weapon, but if Im not mistaken, all dieties with exotics weapons dont have the WAR domain.
I would allow a cleric to gain Exotic and Focus if such a god had that weapon, or if it just seemed better. I would allow a Cleric of Gruumsh take Dire Flail as a weapon for War Domain.
 

Kossuth doesn't have War Domain, but does have Spi9ked Chains. ::grumble::

On another note, I wouldn't give the exotic weapon proficiency. BUT, my policy is "you take the proficiency as a feat, and get Weapon Focus for free from the domain." You'd also get around the prereq of +1 BAB with my rule.

I had a cleric with dwarven waraxe (he was a gnome barbarian-cleric) that the DM allowed. A generic cleric.

Then, around level 4, the DM goes "by the way, you can't have the waraxe, since it's exotic. Change the weapon and let me know." and insisted that I take the default weapon for alignment from Defender of the Faith.

Instead I changed to Luck domain, lost the weapon focus and kept the axe I'd been smashing monsters with for the preceding months of game. Not too long after I dropped out of the game for other reasons.
 

The domain does state a martial weapon specifically, but if you are going to go around that you don't need to find a specific deity. Just be a Cleric of an ideal and choose any two domains you like.
