The 40k Fluff Bible is where it's at if you want all fluff and no crunch.
If you are looking at actual produced GW books, however, look towards all the Rogue Trader (I.E 1ed 40k, not the newer RPG) era books. Almost all of those are 80% story to 20% rules with tons and tons of iconic artwork.
