The first time I place Warlock’s Curse on the enemy1. The second time am I allowed to place the curse on enemy2, or not since enemy1 is closer?

The book says "you can place a Warlock’s Curse on the enemy nearest to you that you can see".

The first time I place Warlock’s Curse on the enemy1. The second time am I allowed to place the curse on enemy2, or not since enemy1 is closer?

The book says "you can place a Warlock’s Curse on the enemy nearest to you that you can see".

Nope, you can't curse enemy 2. Even though he's already cursed, enemy 1 is still the closest enemy to you. If you want to curse enemy 2, you either have to move, wait for him to move, or kill enemy 1.

Or aquire the paragon level feat that allows you to curse the two nearest enemies.

You should be moving at least 3 squares away each round anyways, to take advantage of your shadow step ability.
