I do not think hex is really worth a slot much of the time, unless you are into EB spam. That can be a lot of damage in a long combat. Honestly though, prior to 11th or 12th level I think it is WAY overrated vis a vis some of the bigger spells you can throw.
I agree but if you take Magic Initiate feat selecting warlock and hex as your first level spell, according to sage advice it counts as a spell known for a class you have which frees you up to learn another spell and you can cast it once per long rest without using a pact magic slot so your not wasting a level 5 Pact magic slot for a level 1 spell. That makes it a good fall back spell after you use your pack magic slots on other things.
