Why they present the same feat (even has the same name), which is in the core rules already, in a different (and obviously quite broken (no prerequisites!?)) version is beyond me.

Oh, I think I found the reason... BoVD is 3.0 still, right? So the versions in there are obviously obsolete now and superseded by the 3.5 core rules.

Yup. WotC goes by the "lastest published overrules prior versions" policy; they publish new versions of Feats, Spells, etc., and expect that the DM will know to use only the latest version.

In this specific case, Book of Vile Darkness was indeed a 3.0 book, and feats that modified spell-like abilities were new at that time. Now, the modified versions are in the core books, or Complete Arcane, and supersede the ones in Book of Vile Darkness.
