I'm slightly confused and just looking for a little clarification.

With Warlocks, your two 1st level at-will attack powers are predetermined by 1) You gain Eldritch Blast as a class power. 2) Your choice of your Pact (which is a class power.)

That's it, there are your two 1st level at-will attack powers as a Warlock. You do not gain 2 at-will attack powers on top of your class powers.

It's strange that these are part of your class features, yet other classes are not built this way. I know Warlocks get other class features but in some ways I expected a more homogenous style of class structure.

I guess the same goes for Clerics and Paladins where they have some class features that act like powers.
 

As far as I can tell, nothing stops a warlock from picking a power from another pact. I suspect the powers that aren't augmented by the pact still list the pact in case any feats augment a specific set.

For example, if there's a feat such as 'Improved Star Pact' which gives you a +1 to attack rolls with star powers, it matters which is which. So a Star Pact warlock with a smattering of infernal and fey powers won't get the bonus for them.

So you could pick Eyebite and Dire Radiance as your at-wills.
 

The way I understand it, your starting at-will powers are limited by your pact. Further choices are not, but you are rewarded for choosing appropriate powers by them having extra bonuses. E.g. Power X does 2d8 damage and sets fire to to the target for 5 ongoing, or 5+Con ongoing if you have the Infernal pact.

And of course, humans get an extra at will power, so a human warlock could end up with Eldritch Blast, Eyebite, and Dire Radiance.
