For my part, it's coming from Mike Mearls himself. At a seminar about the new edition at Gen Con last year, I asked about adjudicating advantage and disadvantage. His reply was just that; that advantage and disadvantage should be for exceptional circumstances, not a run of the mill occurrence. It should feel awesome and special.

Where is this idea coming from?

Interesting; and Thanks for your answer.

I wonder if there's a transcript around anywhere? (Am I correct that you heard this at GenCon 2014? Or was it this last August 2015?)

I find Mearls saying that interesting because it really is contradictory to the guidance in the DMG. I wonder if he's expressing his own preference in his answer, rather than the official design intention.

I also wonder how others view this. I'm betting there are a wide spectrum of views on this - as there probably should be - but I wonder what those views are and what informed those views.

Might be time for another poll and thread...:D

It was 2014. Regarding the contradiction with the DMG, one thing to bear in mind is that the DMG wasn’t out yet. It’s entirely possible that his mind changed in the interim, or that ideas were still percolating.
