For that matter a pure wizard could get the heal skill through a feat. Does that mean that the wizard can use the raise dead ritual?

With the rules as written, I would say you are right on both counts. The only reason for you to think otherwise would be the way previous editions were written, which had raising the dead as something only divide casters could do. But what you forget is that a Wizard could also raise dead via the Wish spell previously.
I would say that unless you have a campaign specific story or 'flavor' element that would make the idea which would prevent it, why not run with it?
