Wasn't there an SRD weapon that could negate a shield's AC bonus?

Nope. It was definitely D&D. I've never played GURPS.

My bad for not saying who I was addressing. The GURPS thing was in response to DB's " but I thought the flail could negate the AC bonus of a shield, because it could hit around it, being a flail and all."

There's a weapon in one of the Scarred Lands Books (the one about the rats), a segmented sword that does something like that. That would be OGC...

I believe that EN Pub's Arsenal: Spiked Chain had a feat that allowed this ability with all flexible chained or rope weapons. I think it was called Strike Around.
