Weapon Proficiency Damage - add to at-will/etc?

I have a question about weapon proficiency damage modifiers. Do you add this to damage from at-will/encounter/daily powers?

For instance, my damage modifier for being proficient with a dagger is 3. My at-will attack says my damage on the attack will be 1[W] + Dex. Does my proficiency bonus count as part of the 1[W]?

The proficiency bonus applies to the to hit rolls, not the damage rolls.
 

And to answer the logical followup question, the only thing [W] represents is the base damage of your weapon. Verbatim from the example on PHB pg 276:

Valenae. a 12th-level eladrin paladin, hits a foe with thunder smite. The attack deals 2[W] + Strength modifier thunder damage and knocks the target prone. The damage would be 2d8 (longsword’s 1d8 × 2) + 7. The +7 bonus includes her +3 Strength modifier, a +2 feat bonus (Weapon Focus), and a +2 enhancement bonus (from her +2 thundering longsword).
Note that her feat bonus as well as her weapon's damage bonus are added outside the [W] bracket, and thus are not multiplied. And that someone made a Eladrin paladin for some strange reason...
 

Don't forget, you only add your half-level bonus to your attack roll as well. So basically, it's like this:

Attack:
Ability score bonus
Proficiency bonus
Half level
Enhancement bonus from magic weapons
Miscellaneous mods (racials, feats, etc)

Damage:
Ability score bonus
Enhancement bonus
Miscellaneous mods (racials, feats, etc)
 

All that said, the Exotic Fighting Style [Arena Fighting] feat allows fighters to add the proficiency bonus to their damage for the Sure Strike at-will attacks if they use an exotic weapon.

There may be other feats as well.

Wait a minute... why is she getting +2 damage from weapon focus?

That being said though, it's only through a feat that you're allowed to use your proficiency bonus. So I would actually toss that under the "Miscellaneous mods" category to avoid confusion. Also, at least in the actual books, I'm not aware of any feats like this. I think it's solely something from the DDI articles.
