Weapon Specialization and Manyshot

Stupid question. Does weapon specialization count as "precision damage" or do you get the +2 to every arrow in the manyshot?

Every arrow. Specialization has never been described as precision damage that Ive seen, and you get it on undead and the like.

In 3E it was restricted to within 30 feet. This is no longer the case in 3.5.
