There are all sorts of house rules altering the fighter-only weapon specialization... so how about a compromise?

Weapon Specialization
Prerequisite: Weapon Focus, Base Attack Bonus +4
Benefit: Choose one weapon you have weapon focus with. You gain +1 damage with that weapon.
Special: You may gain this feat multiple times, it's effects do not stack, instead choose a new weapon you have weapon focus.

Fighter Class ability changes:
Martial Focus (Ex): starting at 4th level, A fighter does +1 damage with any weapon he has weapon specialization with.

Now, I want to tweak the wording so that:
1) The feat can be taken multiple times for the same weapon (maybe using a Favored Enemy based mechanic) to gain higher and higher bonuses but with increasing requirements (+8 BAB each time)
2) The class ability scales with the multiple feats but requires increasing levels of fighter.

I also want to do something similar for weapon focus thereby eliminating the need for Greater Weapon Focus and Greater Weapon Specialization.

Thus, a fighter and ranger could both progress in the same feat chain and gain:

Arcana Evolved has some feats that work sort of like the way you want it to. This is written as:

Improved: Characters with a base attack bonus of +15 or higher can take this feat again and apply it to a weapon already chosen. They gain another +2 bonus to attack rolls with the weapon.

That said, I think the easiest way to deal with your rule would be to just add/change Improved Weapon Specialization (BAB +12) and Greater Weapon Specialization (BAB +20, and give fighters the abilities Improved/Greater Martial Focus to match these. I'm putting Improved WS before Greater WS, because that's the way the Two-Weapon Fighting feat chain is set up.
