What classes would you put into this character concept?

I'd like to design a 10th lvl undead warlord

He could be undead himself (adding ecl's) but doesn't have to be.

I'd like him to be able to command a small squadron of undead at all times.
I'd like him to be able to summon undead magically.
I'd like for him to have an assortment of offensive necromantic and fear inducing spells available.
I'd like for him to combat able himself.

Divine power isn't important but I don't know how i'd pull off being able to command undead otherwise.

Undead leadership. Summon Undead, as an arcane spell.

I'd like his power to be arcane and have a wide arsenal of spells available. The Spellsword PrC seems attractive.

Sure, but only take 1 level of it, otherwise your casting suffers.

I'm planning on equiping him with Twilight enchanted mithiril armor so his spell failure chance will be minimal while wearing armor.

Just use a battle sorcerer. You get 3/4 BAB and d8 HD, and can ignore light ASF. Your high Cha further increases your undead followers from Undead Leadership.

There's a decent Necromancer variant here, but in general I think Cleric will serve your needs better.

As a warlord, you'll get to wear heavy armor and (with divine favor + righteous might) wade into combat with your undead minions.

Seconded.

If this were an NPC, I would have created a magic item or even an artifact that could have accomplished all you set out to do.

The problem with that is, what happens when the PCs get their hands on it...
