Maybe I'm misunderstanding something but turning racial encounter powers into at-will powers sounds absurdly powerful. But the idea of racial at-will powers has a lot of merit and can be quite reasonably balanced.
A racial at-will power would be a power you can replace one of your class at-will powers with (maybe through a racial power swap feat).
For instance Elves may have something like this:
Aimed Shot - Elf Attack 1
At-Will * Weapon
Standard action - Ranged Weapon
Target: One creature
Attack: Dexterity + 1 vs. AC.
Hit: 1[W] + 1 + Dexterity modifier damage.
Increase damage to 1[W] + 2 + Dexterity modifier damage at 11th level, and 2[W] + 3 + Dexterity modifier damage at 21st level.
Or an Eladrin may have:
Fey Blast - Eladrin Attack 1
At-Will * Implement
Standard action - Ranged 10
Target: One creature
Attack: Intelligence vs. Reflex.
Hit: 1d10 + Intelligence modifier damage and you may teleport 1 square.
Increase damage to 2d10 + Intelligence modifier damage at 21st level.
Special: You may use any implement granted to you by one of your classes for this attack.
Or a Dragonborn may have:
Dragonborn's Roar - Dragonborn Attack 1
At-Will * Weapon
Standard action - Melee Weapon
Target: One creature
Attack: Strength or Charisma vs. AC.
Hit: 1[W] + Strength modifier or Charisma modifier damage and you may mark 1 enemy in close burst 3.
Increase damage to 2[W] + Strength modifier or Charisma modifier damage at 21st level.
Special: When charging, you can use this power in place of a melee basic attack.
I certainly think powers like these would make great options to bring additional racial flavor into race/class combinations.
