I think it would vary based on the class. The minimum caster level for a sorcerer to cast a spell would be spell level * 2, etc.
 


Now that I think about it, the minimum caster level for a sorcerer to cast a spell can't be represented by a formula. You have to be 1st level to cast 0-level and 1st-level spells, then the progression is spell level * 2.
