What does it mean for monsters : Saves +2

This is probably a very easy question but I haven't been able to find the answer. Lots of monsters have things like 'Saves+2' or 'Saves+5' and I cannot find what it means.

Do I add +2 to the already listed Ref, Con, Will Defenses?

Has the +2 already been added to Ref, Con, and Will and this is just telling me where that came from?

Or does this have to do with 'save end' effects. Where instead of rolling the typical 10+, I'd now have to roll an 8+ in order to negate said effect in the instance of 'saves+2'.

A clear answer on this would be appreciated.

No. Those are defenses, not saves. Very different things.

Exactly.

Elite monsters get +2 to saves, and Solos get +5. That's because they make up a larger proportion of the opposition in the encounters they're in, so an ability that takes them out or nerfs them does a lot more damage than one aimed at a regular dude. To compensate, they get a save bonus so they will, on average, not be out for so long.
