What Exactly is Keen Vision?

Well, uh... I still want to know where "Keen Vision" is from.

Either you mean Keen Senses, which dragons have:

Keen Senses (Ex): A dragon sees four times as well a human in shadowy illumination and twice as well in normal light. It also has darkvision out to 120 feet.

or you mean Keen Sight, which Kuo-tua have:

Keen Sight (Ex): Kuo-tua can spot a moving object or creature even if it is invisible or ethereal.

Shilsen - He was joking. There is only 1 way that I know of to improve the threat range of a touch or ray weapon: Improved Critical.

Keen Vision doubles the threat range for a critical with your eyes.

About time. I've been throwing my glass eye at people for years and seem to just my my threat range. Now I know how to fix it.

Unfortunately, there is not a description in the Book of Exalted Deeds. :\

In the Special Qualities section of the template descriptiton:

"Keen Vision (Ex): Saints have low-light vision and 60-foot darkvision."

That is all it says about it. I imagine its the writer's way of saying how the being gains those particular outsider qualities when the being becomes a Saint.
