AFAIK (but I have no insider knowledge) they were part of WotC's annual Xmas-layoffs, which are always bigger the Xmas following a new edition launch, simply because less people are needed. Now, I agree that it was a pity to see those two go, but I haven't read any indication of Hasbro being involved at any level.

Dragon Annual is scheduled for September.

Dungeon Annual never was scheduled and may have only been mentioned in a seminar at Gencon last year. Turns out there needs to be more content before this would be a good idea. Maybe when Scales of War is further along.
