OK say your feet are stuck fast and can't be moved what sort of modifier is appropriate for melee combat do you think?

You should be considered entangled (-2 attack, -4 Dex), but can cast spells without a Concentration check, and you cannot move.

But is shouldn't hamper your ranged attack I think... maybe loose half dexterity mod bonus to AC (you can still wiggle around and try to avoid hits)?

I'd second Flat Footed. At the very least you should lose your dex bonus for the combined effect of not being able to move freely & plus the handicap of trying to stay upright at all (try to pretend dodging some blows without moving your feet).

Flat footed would mean you'd lose your dex to AC and be unable to take AoOs.

I can see someone dodging even with their feet stuck to the ground, and I see no reason to limit the ability to take Attacks of Opportunity. That would be similar to helpless, and you definately arn't helpless.

That sounds like the best way to run it to me. Add the caveat that you can't move at all, though, just to cover all your angles. ;)
