Funny you should mention it. Back when WotC was selling PDFs (not the current DnDClassics) I bought the PDF of The World Builder's Guide. It's not the best scan, so if they do decide to sell it again I hope they re-scan it.

That said, it's a great little resource that makes building a world a fun side project.

Yeah, I bought the PDF of the World Builder's Guidebook back then too. After I saw the previous post about it not being available in PDF format I was surprised, so I went and searched for it on the DnD Classics website. Yep, it's definitely not listed on there. So maybe they weren't happy with the quality of the previous scan.
