I need some help regarding how to decide challenge ratings for NPC's.

I am trying to make up some more armies for the mass combat rules, to better fit what I find reasonable that my players kingdom will be able to muster. I always thought that a Human Fighter 1 would have a CR of 1 (a level 2 fighter would be CR2 and so on), but if you have a look at the sample armies in the mass combat rules you can see that a Gargantuan army of humans (fighter 2) has a CR of 7. Since the "gargantuan" size increases the CR by 6, apparently a level 2 fighter (which is the base creature of the army) must instead be a CR1 NPC.
Am I correct so far?
Basically, I need help to understand how to determine the CR of a creature with class or NPC levels. In my case, the specific ones I need would be:
Human warriors
Human fighters
Human rangers
Kobold warriors
Also, I would love to have some inputs from you on how you would create an army of kobold "sappers". My players have started to talk about on how to enlist kobolds in their armed forces, and they seem keen to use them as sappers.
