No.

Ummmm ... yeah, well ... if you like Dragon, and want to play around with the compendium I guess. And testing the character generator of course, that's fun.

Difficult to say, really.

No.

False.

You only have access to issues for the period you've subscribed, you do not get access to those pdfs that came out prior to your subscription. So, yes, you do miss out on materials for not having subscribed since it's inception.

If you subscribe today you will not have access to the October issues of Dungeon and Dragon.

Magazine Back Issues

We’ve changed our short-term policy with respect to full issue compilations. Until we launch our long-term solution (which will give you access to exactly those magazine PDFs from the months when you were a subscriber), we’re just going to make all issues available to all subscribers. In other words, we’re not going to pull down the October issues when the November compilations go up at the end of this month.

Interesting, however, it is specifically pointed out as being temporary.

There is no indication that you will retain access to content during periods that you haven't subscribed once the "long term" solution is in place. As stated it's the opposite.

Though in truth, WotC seems to suck at reaching long term goals with the DDI.

True. My money is on the long term solution never coming to fruition. Not that it would be difficult to put the issues up on RPGNow or some such.

I'm not certain they want to at the moment. They want subscribers and there's a good chance that many people would not subscribe if they could just pay per issue. Currently Dragon and Dungeon are the only real value driving the subscription price.

Well you should still have all your pdfs on your hardrive, the character generator is also based on your pc and is usable offline. So you should still have access to all the content you paid for.

Likely a subscription would be cheaper than buying issues separately. That and for me, Dungeon and Dragon are extra niceness, I'm paying for the compendium.
