The population was about 13,000 people of various races, but since the war in my world, the population dropped to about 7,000 people.

Sounds like a graveyard might be appropriate as well.

Depending on how your city is run and how big it is, an embassy, and an office of humanoid affairs. What about an orphanage for all those kids left when parents died in the war?
