What is or isnt an "At-will"

Seems pretty simple an at-will is an at-will, but when there is a reference to "When you use an - at will- "

With "at-will" being the specific usage, not first level at-will or more specific.

Does this include "Melee basic" attacks and mark punishments as well, as these are also atwills.

At-will powers are any power that has the at-will usage word, and is not modified to be an encounter or daily power by any feature or feat.

However, not all at-will powers are at-will attacks, etc. At-will attacks are a much smaller spectrum, and will be any attack power that is also an at-will power.

This DOES include Melee Basic Attack, Opportunity Attack, Grab, and such provided they have an at-will power write up. (which these do in the RC)

Okay the phrase is "At-will attack", but no mention of attack power.
So in this case its melee basic and opportunity attacks.

How about at-will attacks like Wardens Marks, this power adds Con damage to all "at-will attacks" so I assume its the at-will mark that damages but not the one that doesnt damage.

At-will powers are specifically the green-colored powers that can be used multiple times during an encounter. This includes utility powers, "mark" abilities of defenders and strikers (Curse, Hunter's Quarry, etc.), basic attacks, charge, grab, etc.

Attacks are any power that has an "Attack" line in the power description or says "Attack" in the upper-right corner of the power block (yeah, this is important because Magic Missile no longer has an "Attack" line, but it is still an attack power).

Not all at-wills are attacks, and not all at-will attacks at 1st level. In fact, the psionic classes have at-wills beyond 1st level they can augment with power points. So any power that has at-will and has either the "Attack" line or the word "Attack" in the upper-right corner are "at-will attack" powers. Also, not all at-will attacks cause damage, as the Cleric power Astral Seal. It's an attack, but it doesn't do any damage. Same with Grab and Bull's Rush (which are at-will attacks anyone can do).

Yes, in that case I I believe that you would get the extra Con damage to Warden's Fury.
