What is spellcaster level for item creation feats?

Is spellcaster level how many "class levels" you have or the highest "spell level" you have?

For instance, Craft Magic Arms and Armor says you need a Spellcaster level 5th+.

Does this mean you have to be 5th level or higher in your spellcaster "class level" or does it mean you have to be able to cast "5th level" spells?

I saw an NPC Paladin on a web site that was 10th level, but had the Craft Magic Arms and Armor feat. That is what got me confused.

Your caster level.
 

Spellcaster level is the class levels in any single class which is able to cast spells.

You do not add class levels togetherfor the purpose of calculating spellcaster level, except for some PrCs.

Paladins (and Rangers) have an effective spellcaster level of half their class level.

So, would a 3rd level Holy Liberator PrC, who can start casting spells at first level of the PrC, be considered having a spellcaster level of 3? As a result can the Holy Liberator in question qualify for Item Creation Feats that have a prerequisite of spellcaster 3+ or lower?
