The text doesn't say, leading me to believe it might actually be a free action, but it also makes sense that it might be a standard action, except that it allows you to do 2 rays in one round.

I interpret it as a ranged attack (i.e., standard action). So if you want to fire both rays in the same round, you have to use a full attack action.

It says you can expend it as a ranged touch attack on rounds after it was cast. That sure sounds to me like an Attack Action with the option to make it a volley of two rays.
