What level would this spell be ?

As long as they have to concentrate (can't attack or cast other spells) then this is firmly a level 2. If you just make it so that it grants a gaze attack to the user for 1 round per level, I'd say it's definitely a level 3, and it becomes a level 4 if there is a chance for combustion and such. The dazzling affect with no saving throw on top of the damage is pretty mean. Plus, if they save against it one round, they need to save AGAIN next round if they meet the gaze.

If you made it so that once they save vs. the dazzling affect, they don't have to make another save for the duration of the spell, I'd say it would come down from a 4 to a 3

If they make their saving throw, they avoid the dazzling, as well as halves damage. Maybe I should have written "Fort partial (see text)" rather than "Fort halves (see text)" ?
