What Monster is This?

Ok I can't remember the name of the monster... I thought it was in the rules cyclopedia, but I didn't see it. (I only skimmed though so...)

They had the head of a vulture, and the body of a man... I think they were spellcasters of some type?

The Nagpa was converted to 3.5e a couple of years ago in Dragon. I believe it was also in the 2e Mystara MC.
