IMHO, Fey make excellent NPC races -- with a good excuse for why they're out in the woods by themselves. I put class levels on 'em.

Outsiders.

I see planar travel as a high-level/epic type theme and outsiders should be rare, even more so than creatures like dragons and abberations. So when I run my own games, demonds, angels and other types of 'outsiders' are very rare and very awe-inspiring beings indeed.
