What should this tiefling victim be?

In my high level game the group just rescued one of four evil prisoners, a beautiful female tiefling. She had been abducted by a rakshasa after going to an efreeti arms merchant's party in the planescape Outlands gate city of Rigus that borders the eternal battlefield of Acheron.

In my campaign Rigus is a military ruled city of planar (tieflings, bladelinds, azer) and non-PH mortal races (hobgoblins, duergar, asherake, fire giants) that favor militarization, law, and order. It is ruled by a council of generals who each hold massive armies and most residents are either soldiers in one faction or support personnel or slaves to such. The tiefling faction is one of the weakest in the city and they mostly serve as servitors. The party has seen city bureucrats, "masseuses", madams, city guides, hotel type employess, a few spellcasters, and skirmisher warrior tieflings.

The city has secret devil cults in it and the rakshsasa was part of one. He captured the other evil prisoners for information (an aboleth loremaster, a naga sage, a drow representative/competitor city manipulator) but the tiefling just to be able to satisfy his sadism, lusts, and artistic desires. She doesn't have much info besides an analysis of the rakshasa's cruelty, the fact her captor celebrated his triumphs over the other prisoners on her and sometimes vented his frustration on her when the other prisoners stymied him. So I don't have much on her besides "victim" and I've not been too happy with the characterization so far.

The chaotic neutral arcane trickster/archmage said recently "I think that the girl is also evil.
Not that i really care that much about it. Having evil friends in high planes can be a good thing for archmage." which got me thinking, what cool ways could I develop this victim into something more?

Have her be a servant of one of the generals?

A member of a planescape faction? (Lots of mercykillers have already been encountered).

A member of a different cult?

Connected in some way to the City's battle magic wizard school?

Any suggestions?

Make her a psion whose power increases as she suffers pain. She deliberately plays the victim to get close to potential targets and read their thoughts/play with their heads. She then sells her information to certain sources, cultists, or whoever.

On the surface, have her appear relieved that she was released, but secretly have her be pissed that she as taken away from her captors. Thanks to the PC's, her contract cannot be completed. She becomes a target for her former employers; the PCs get swept up in the chaos of trying to protect her.
 



Considering how often players get saddled with succubi and rakshasas disguised as captives, you could be really exotic and make her... an "innocent" victim.

Possibly with an exotic background. From your description, it sounds like she could also be from a criminal background. I see something like Chiana from farscape: a minxy little rogue who always gets into trouble.
 


Perhaps she is offspring of a powerful demon lord who has defected to the other side (either angels or devils...) and is trying to keep a low profile. A warlock (or sorcerer) might be an appropriate class. Keep her factionless, but make it clear she no more about the Abyss than any non-native should...
 

She's the personal concubine of an important general in Rigus, and he is very angry that she's gone missing. She doesn't particularly like her lot in life, but has always been too scared to leave the general. Now, she sees the PCs as her ticket out of town.

So she'll be clingy, then possibly desperate if the PCs decide to abandon her (or worse, return her to the general).
 

Yeah Incarnate from Magic of Incarnum. Well Merric keeps bragging about how good it is...maybe she's like a 'test subject' for some group looking to use that power.

That was my plan, she is at least minorly evil but not a dangerous set up trap situation that is a threat to the party. I was thinking of her as somewhere between 1st and third level and perhaps npc class compared to the high powered 16th level heroes.

True sight has already revealed she is in her true form (unlike the others who are all masked by illusions the rakshasa placed to make them appear as beautiful women or a beautiful surface elf for the drow).

There has been some neat interaction among the party about what to do with the prisoners. The black and white paladin wants to smite the evil looking bound bad guys but give the beautiful not so evil one a wary benefit of the doubt and free her unless she turns demonic on him. The exalted druid has been staunchly saying he will free all the prisoners. The archmage is looking at them weighing ally benefits versus their potential danger to himself if they are freed.

To complicate things I made the Outlands true neutral ground for my campaign so no alignments work here and nothing shows up as evil for the paladin's detect evil ability.
