What Source works best for...

Alright, so I'm looking to create a campaign in a setting kind of like Final Fantasy 7 - a sort of cyber punk world where magic still plays a pretty big part, but mechanics do as well.

I was wondering what source/setting would be the best to use for this kind of game, and right now I think it might be d20 Modern. Tell me if I'm wrong! Let me know what is good for this and why, so I know what to buy. Also, I'm more inclined to want to play d20 Modern, because I know the d20 system way better than any other system out there, and I've played d20 Modern before.

When I was running Second World Sourcebook game, my Second World Japan took strong cues from FF7. In addition to the usual Asian and Martial Arts sources, I used Perpetrated Press' Arsenal and Factory for techno-magic stuff.

Mutants and Masterminds 2nd edition could be a good fit. It's an action packed game with rules for tech equipment, fantastic devices, martial arts, magic, inventing new devices and magical artifacts, and ritual magic. Just play at a lower power level than the standard superhero game (say, PL 6 or 7). Plus, it's d20-based, with a few tweaks to speed up play.

Er, what? I don't understand your question.

D20 Modern's decent (and actually, the Second World Sourcebook I mentioned in the previous post uses it, albeit not so much for the fantasy Second World, which is where my FF-esque east asia resides.) It's just for final fantasy, my first instinct is fantasy.

The aforementioned Arsenal and Factory have d20 modern adaptation notes, but are written to work in D&D, and create a "techno-magic" -- which is sort of the entire approach of FF7.
