Does anyone think this makes any kind of sense? I never even knew this rule existed, and it just seems wierd. Especially the window example. I mean, what is the barrier blocking if there is no ray or anything?

Yes.

The magic still has to be able to reach the target or area you want to affect. The magic travels from you to where you want the spell to take effect. A Ray just means that you can miss even if the path isn't blocked.

Magical effects don't travel ethereally or astrally, unless it states so in the spell.
 

You could make a metamagic feat, say, "Astral delivery" that causes the spell to be teleported to its target rather than move through the material plane.

I'd make it +4 levels, because it would evade so many standard defenses.

Wall of Force can't be cast on a creature. The spell automatically fails if you try.
