What Spells give the DM the most headache...

*shrug* I'd limit it to a max of +5, regardless of what the character's starting strength is, again using the stat manuals as a guideline. It's basically in keeping with the idea of the wish, doesn't go beyond the pale into the lands of game-disrupting power, and the player gets a decent return on their 5000xp invested.

Everyone's happy and the game moves on.

So would you change the price of a +5 Manual as well?

After all, the cost is based on the price of 5 Wishes - it's why it costs 25,000XP to make one. But if you allow a single Wish to grant a +5 inherent bonus, then shouldn't a +5 Manual cost the same to create as a +1 Manual? They're both, in this case, replicating the effect of one Wish...?

Honestly, for me personally? I probably just wouldn't worry about it. Issues with stat manuals have never really cropped up in my games. Then again, I've only have two appear that I can recall.
