What spells should a cleric persistent?

Actually, that's just a caster-level cap, not a metamagic cap. The effects of Persistent overrides that.

To give a more familiar example, let's take a look at Fireball:

Are you saying that it can't be Empowered because the maximum damage possible is 10d6?

It is true that Vigor can't be Persisted. But Mass Lesser Vigor, which has a fixed range instead of touch, can be.
 

Other interesting, Divine Metamagic Persistable spells at lvl 3 are:

Lesser Visage of the Deity (+4 enhancement to cha, resistances, Complete Divine)
Channeled Divine Shield (DR10/evil, PHBII)

Rkhet, Mistwell, enough with the 'dude.' You're both clearly using them to be offensive to one another, and you should both know better than that. C'mon, guys; it's certainly possible to disagree with someone's opinion without getting defensive and snarky.

In addition please read this rule. Saying "take it to the character optimization forum" fits very nicely under this same guideline, so please avoid doing so as well.
