What to do with a scam artist who scammed his last scam?

I think it all comes down to who they scamed and who they have (or will) pay off. They did pay someone off, right?

Most cities would want their money back and if they could not get it.

Ideas...
take all their items and sale them
make them gallery slaves
put them into a work gang
kill them and sell their bodies to the local necromancer

The best game solution would be that presented with an alternative that bonds them into the service of the local lord with oaths of fealty sworn under very strong words.

Such as swearing by their hopes of salvation, the names of their ancestors, and so on.

In this situation I often have the oaths backed by some VERY strong divine curses. I mean, whats the use of divine retribution if you don't use it on occasion...
