What would you say is the biggest problem with Wizards, Clerics, Druids, and other "Tier 1" Spellcasters?

Reining in the polymorph isn't that hard. WOTC did so for Living Forgotten Realms and in the Spell Compendium and PHB 2. Loonook's solutions above go a long way as well.</p></blockquote><p></p>
