What's the Best Controller|Controller Hybrid at 11th level?

Its gona sound mean but my suggestion: DO NOT DO IT! Just scrap the idea as flight of fancy and go with a single class. or pair controller with something other than another controller.

Something that will give a nice range of choices, for both damage and control, and just makes plain good sense is a Seeker|Ranger. Great Bow anyone? I think its one of the more over looked hybrids.

Well, there's a lot of people here telling you to not do it instead of giving you options on some good ways to do it.

Here's a suggestion since you do not want to play a Wizard or a Psion.

Take a Dwarven Hybrid Druid | Invoker.

Manifestation of Wrath seems better, along with Savage Rend for your MBA, and Hand of Radiance for radiant damage against multiple foes. There is decent feat support for HoR.

Here's a snapshot at level 1. Since the PC has decent defenses, s/he can mix it up in melee, or attack from range and Invokers get a lot of decent party friendly multi-enemy Encounter powers for the Controller aspect.

What about a Cunning bard/Fey pact warlock hybrid?

You have two strong controllery subjobs. I would definitively take a look at that. You just lack multitarget powers. The rest could end up quite cool. (as the sorcerer makes minions life hard enough already.

Charisma/Int race is recommended. So eladrin is screaming "take me"

Honestly? There's very little synergy between different types of controller. Both want to be using their standard actions to use controller powers to shut people down. You want to hybridise with someone who uses either minor actions or immediates on one side - which means either a leader or a defender. (Lazy Warlords make perfect hybrids - and Swordmages are outstanding, especially paired with another Int class). If you don't want wizard or psion you're basically locked into a Wis-based class - Invoker, Seeker, Druid. And Druids have negative synergy when hybriding (beast form), and Seekers have no synergy with the other controllers due to weapon/implement distinctions. Which means you want an Invoker. As for hybriding an invoker, an Invoker|Shaman should be more controller-y than an Invoker|Controller because of the inherent control from an extra body on the field in the shape of the Spirit Companion/guardian angel (as you could call it). If you want to check out hybrid rules, I'd recommend Invoker|Shaman.

If you want a warlock, I'd drop the sorceror part. Darklocks can manage mook detonation/area control. And Fey pact manages single target control well, as does Sorceror King pact (the latter being higher damage and more straightforward). Also Dark Pact as part of a twofold pact is superb; the awful at will is offset by the other at will you get, and the endlessly stacking nature of darkspiral aura means that you don't ever waste pact boons.

I took some of the advice on here and went with a single class and not a Hybrid...although I know someday I'll play a Warlock|Paladin because it does sounds really fun...

So I'm going to go with a Seeker. :)

I'm going to try to annoy the DM by using as many Zone Powers as possible :) should be fun. I took Crimson Hunter Paragon Path, I like the boost with ranged basic attacks, and the Paragon feat that allows you to add your Dexterity bonus to ranged basic attacks... +17 to damage with those attacks including all possible modifiers.

I'm looking forward to popping down my scorpion and my wolf and all my zones also. :D
