What's the save DC on Control Winds?

I'm a 9th level druid with a wisdom of 18. I'm attacked by a Giant Eagle (a Large creature) during a storm with Strong Winds. The Eagle is 50' in the air. I decide to cast Control Winds.

Since I'm 9th level, I can bump the wind strength up three categories--all the way to "Hurricane". I use the "Downdraft" version of the spell, hoping to knock the Eagle out of the sky.

What is DC of the fortitude save the Eagle must make?

If it fails, and is "Blown Away" for more than 50', should it take falling damage in addition to the normal Hurricane buffeting damage? Despite the term "downdraft", the description doesn't indicate the wind can blow in a downward direction.

It's DC 20. It will always be DC 20.

Downdraft I agree is a misnomer. They should have called it radial. To just blow downwards, use the 'blast' option. There's no requirement that a blast be horizontal.

As far as the falling aspect of it, there's some vacancies in the rules on flying so you'll have to decide on your own interpretation. The Rules of the Game are fairly good on this part, though. We've been using them in the Battle of All Alignments with good results (play-wise).

One other comment is to make sure you and the DM are using the same rules regarding levels. The spell has: strong, severe, windstorm, hurricane, and tornado. Not even available would be something like calm. The weather table, however (http://www.d20srd.org/srd/weather.htm#winds) has light, moderate, strong, severe, windstorm, hurricane, and tornado. Two extra levels at the beginning, which will significantly affect how strong you can make it. (For example, if you use the wind table, then you can only go up to severe, from light, at CL9.) Note that because the wind strength is already at strong, this comment is irrelevant for the current situation.
