I can only think that it is Rodney Thompson's book. It's a campaign setting for D20 Future.

Unfortunately it wasn't going to fit into the schedule for his original publisher (MEG), so as of now it's being finished but isn't connected to any publisher.

So, there's no website, but if you trawl through the D20 system games forum you might find some info in there.

We're working on Aces & Eights: Shattered Frontiers, but that's set in an alternate Old West, not a future version.

There are at least three or four new Western games either out or in the works (not including the new Savage Worlds/Deadlands rules). One, at least, includes the outer space thing. Don't remember which game or company, though, sorry.
