Because of the narrow cultural basis for the class? (Unlike monks, paladins, etc.).
Anyway, I was not specifically replying to your complaints; rather, I was suggesting that this variant might overcome some of the common criticisms of the class (e.g. it is too weak; it is second-rate at a lot of things that other classes do; etc.). Cooke's variant makes the bard more unique, and comparable in ability to most other classes.
