When are the parameters set on spellcasting?

When does a caster have to set the parameters (targets to effect, range, etc) when casting a spell? Here's the situation, the caster starts casting a long range spell with a 1 round casting time.

The target starts running away 120 further down. When the caster finishes casting, will he hit the original point he was going for, or can he change the parameters at the end to hit 120 feet farther down?

You make all pertinent decisions about a spell (range, target, area, effect, version, and so forth) when the spell comes into effect.


So you pick where you want it to go when you finish casting rather than when you start.

Note that the above is 3.5 only. In 3.0, it was different:
3.0 SRD said:
The character must make all pertinent decisions about a spell (range, target, area, effect, version, etc.) when the character begins casting.
That made casting 1round+ spells in 3.0 extraordinarily bad and also lead to some bizarre readied situations.
