When do you get a feat if you have a level ajustment

I have a Goiath Monk at first level. The Goliath race gives a level ajustment of +1. When I gain enough xp to get to second level monk (3000 = 1000 for first + 2000 for second level ajustment), I will be a third level character. Do I get a feat then or do I get a feat when I get to thrid level monk (fourth level ECL)?

Feats go off your Character Level, not your Effective Character Level. That is, in your case, Monk 3 (ECL 4).

Also, you can simply go by Hit Dice. If you look in the DM and MM, they mention this. Minotaurs, for instance, are ECL 8 (6 HD with a +2 LA). They get 3 Feats, one each for their first, third, and sixth hit die. If he also had 3 character class levels, he'd get another feat.

Just remember not to give a bonus 1st-level feat to a race that already has racial hit dice, like a Minotaur. A 1st-level rogue minotaur doesn't get another feat for being 1st level- he already got that feat from his first hit-die as a minotaur.

Yep, that's the best advice. LA only affects the DM, as a player, forget about it.
