When does Tiamat act? [Spoilers]

It's really up to the DM at the time to how Tiamat works. There is a lot of room left open for interpretation.

My take:

On each initiative count, the specific head is chosen. That head gets a standard action and a minor action, and Tiamat's immediate action is refreshed. If Tiamat wants that head to be in range of something, Tiamat will spend her move action for the round* to move.

*: Tiamat having one total move action per round is my choice and interpretation. If you want Tiamat to defy the rules of the multiverse even more than she already does, give her a move action for each of her five turns.
 

Eh... but Tiamat gets a standard and move action every round, and her heads get a standard action each as well each round, as I understand it?

Tiamat acts five times in a given round. Each time she acts, she gets a standard action and a minor action. If she wishes to, she can--like anyone else--substitute a move action for one (or more) standard actions she has available.

(It's not like she doesn't have enough to spare.)

How do you figure that she doesn't have a move action on each of her "acts" as well? Where does it say so?

Also, when is she supposed to take the actions listed in her 'main' stat block? Nowhere does it state that she needs to swap between heads?
